Can time on tier 4 count to 5 year route?

Hi,

My wife is PRC national and has been living in the UK since 2013. Initially on a student visa, we met in 2014 and married in June 2016 and July 2016 she was granted a LTR for 30 months. Jan 2019 she was granted her second 30 month LTR visa, which is due to expire July 2021.

Can she count any of her time prior to July 2016 as part of the "five years"?

Hence, when is the earliest she can apply for ILR?

Thank you for your prompt response.

Am I right that the application can be made 28 days prior to the the expiry date of the visa?
