Looking for help on my query.

I was granted Tier 2 ICT in Dec 2019 however I didn't travel to UK then.
Granted another Tier 2 ICT - April 2011 and stayed in UK till March 2016. A few days short of 5 years.
Stayed out of UK from April 2016 to June 2019.
I have returned to UK in July 2019 on Tier 2 ICT Long Term Staff.

Am I eligible to apply for ILR.

Are you specifically asking about ilr based on 10 years long residence?? You don't qualify for long residence ILR if that is what you are asking.

Why didn't you apply for ilr in 2016 based on 5 years ICT?

It would be useful if you stated the date you first entered the UK as well as all your visa start and expiry dates.

There was a mistake in my previous post. Let me correct this.

I didn't apply in 2016 as I had to go out of UK to take care of a medical emergency.

Dates are:
First VISA granted on 01 Dec 2009 but I did not travel to UK on this VISA.
Entered UK on next Tier 2 ICT VISA 02 April 2011 and stayed till 25 March 2016.
Entered UK again on 30 June 2019 and have been in UK since then.

What are ALL your visas that you have had visa start and visa expiry dates. Not the dates you left or entered the UK.

I didn't travel to UK with my first ICT VISA (01-Dec-09 to 15-Jun-11).
I wanted to know if I will be eligible to apply for ILR based on 5 years in ICT or will I be eligible for 10 year long residence if i get to stay in UK that long.

You don't qualify for ilr on 5 year route as your last visa was granted a long time after the previous visa expiry and the absence is much more than the 180 days allowed.

You should have applied for ilr in March 2016, as you would have likely qualified at that point. That time is lost now.

Your 10 year ILR clock has reset to zero from the date you entered the UK in July 2019.
