Need a final answer for effect of PCNs on ILR application

Hi Everyone,
I know this topic has been discussed a lot, and I have done my homework. But after reading all the comments, I have ended up to two different conclusions:
I am about to apply for ILR. My driving licence record is clean, but I have two PCNs (issued by local council and paid, and no penalty or whatever). Should I declare them? Here are my conclusions based on the comments of others:
1. I do not need to declare as they are paid, and more importantly, the case worker is not able to trace the PCNs issued by local councils.
2. I should declare them as I have multiple (two) PCNs, and it can have effect on my application.
Would you please guide me which conclusion I must go for?
