Spouse visa and furlough

Hi all ,
If somebody is on furlagh from March 2020 and till now and his income is £18600 including the furlagh time so can he still apply for his spouse visa ?

Yes such person can apply if what you mean is that with or without furlough the financial requirement is met.
Even if due to furlough the 80% payment makes the income fall below 18,600, HO gave concession to consider such income at 100%.
