ILR 10year rule - am i qualified?

Could someone please help clarify if i am qualified to apply for ILR (10year rule -SET LR) based on the circumstance below:
PBS Dependant ILR application made in NOV 2018 (2days prior to visa expiration) - Application REFUSED in MAY 2019 after 6MONTHS with home office. reasons given: dependant hasnt completed 5years as PBS dependant partner.
Another application was made for extension as PBS dependant - Application APPROVED in JUNE 2019
I now want to apply again for ILR using SET (LR) 10year route and would like to know if the period of 6months where my visa expired while with the Home Office would affect or impact my application in any way.
I came into the country September 2010 and i suppose i am qualified to apply for ILR as of September 2020. I am not sure if the visa refusal/expiration months would mean i am not qualified to apply for ILR yet. SInce 2010, i have only been out of the country for a total of 61days.

Usually section 3C come into play when application is submitted in timely which despite gets expired afterwards during the process. Check your eligibility by referring to the official guidance.

You are good to apply.
Just to double check when did you make this application after first 1 was refused in May 2019?

You said second was approved in June 2019. I am hoping you made the second application within 14 days of first refusal in May 2019?? If so, your good to go.

Thank you. I was refused on the 13th of May 2019 and applied for the PBS dependant extension on the 21st of May 2019which was then approved on 14th June 2019

Yes i beleive so. i made the application 13days after the refusal

13days after the refusal

Its 7 days as you said earlier but anyways less than 14 days, your okay.
