Earliest Date eligible for ILR

Hi All,
I am on Tier 2 general visa and will be completing 5 years in July this year. I have a query on what is the earliest date I am eligible to apply for ILR. From the two dates listed below, which one should I consider
1. I switched from Tier 2 ICT to Tier to general with in UK. My visa was issued on May 20th 2016 (issued on date in Tier 2 general BRP is 20th May 2016)
2. My actual work start date in my COS for Tier 2 general visa was 20th July 2016. So from 20th May 2016 to 20th July2016, I was serving notice period with my old employer but I was still in UK and never went outside UK.
My doubt is, will I be eligible for ILR this April (28 days before 20th May as per visa issue date) or I will be able to apply only on June (28 days before 20th July as per my work start date)?
