Can I Combine Tier 2 and vignette visas (exempt visa for non-diplomatic) for applying for ILR (5 years route)?

Hello,
I would like some advice, please.
I was on a Tier 2 visa (2018-2020) for 27 months. I then joined an international organisation, which is listed here List of International Organisations. To the end, I now have an exempt visa sticker on my passport, which includes: "Exempt from Immigration control: Section 8(2) or (3)"
I would like to know the following, please:
- Can I apply for ILR (5 years route) in 2023 by combining time spent on Tier 2 and vignette visas?.
- Would switching now again to Tier 2 allow me to count previous time on Tier 2 (27 months) or vignette time (currently 7 months) or both towards ILR (5 years route)?
