if i got citizenship before my wife and my kids.
should my wife and my kids (under 18) apply for ILR or citizenship after 3 years? or they have to wait for 5 years?
which form should we use ?

They need 5 years residence , then ilr first before they can apply for citizenship.
If you are British at the point when they get ilr, they can apply for citizenship immediately, provided the requirements are met.
Form SET O for ilr, provided you got ilr based on PBS route and not 10 years long residence.

My wife got 5 years dependent visa with tier 1 route and now ready for apply ILR
( but she have to get english and Life UK test)
My question is :

Unfortunately, no, if you are not a
qualifying British citizen nor a
relevant EEA citizen nor a
relevant naturalised citizen.

If eligible, then yes. However, a Tier 1 dependant is probably ineligible.
