ILR Set(O) - Earliest date of application - two different responses?

I am pondering about the earliest date I can apply for ILR Set(O). I understand that the application should be made 28 days before the 5th anniversary of the entry visa start date. However, while browsing this forum, I came across two contradicting replies from moderators, links below.
@Moderators, could you please confirm which of these is correct? Or if I misunderstood and both mean same, in that case, when is the earliest one can apply.

The second link you posted is a completely different ilr route with completely different requirements. Useful to look at topics relevant to your route as all routes have different rules!!

For set O, it is the date of initial visa grant/issue you use to calculate from.
