Dependent visa absence question

Hi all,
Thank you for all your help.
The qualifying period for PBS dependent is confusing so would be grateful if you could help me please:
The date of absences are below:
Got visa 30 June 2016
28 July to 26 Dec 2016 - 150
13 Jan to 9 Feb 17 - 26
11 Feb to 11 Apr 17 - 58
16 Apr to 13 May 17 - 26
From 28 Mar 18 to 3 Sep 19 (and to date)- the absences during this period is not more than 26 days.
Based on the new rules, can my partner apply for ILR in June 21 this year or should we just wait until Nov. My understanding is that visa obtained after to 11 Jan 2018 would need to meet the rules.
