Tier 2 General to ILR: 28 Day Rule Confusion

Hello Admins and Experts,

*** First and foremost, apologies :oops: if I am posting this in the wrong channel. Please advise if I have and I will immediately remove this post ***

I was issued a Tier 2 General visa in Sep 2017 and eligible for ILR in Sep 2022. Details below:
  • Vignette affixed on passport and valid from 12th Sep 2017 to 12th Oct 2017
  • Entry into UK: 22th Sep 2017
  • 1st BRP (sponsored by 1st ex-employer): 29th Sep 2017 to 02nd Oct 2022
  • 2nd BRP (sponsored by 2nd ex-employer): 18th Sep 2019 to 29th Sep 2022
  • 3rd BRP (sponsored by current employer): 07th April 2021 to 14th Jan 2023
  • No prolonged absences
My spouse is on PBS dependant visa valid until 29th Sep 2021; however he cannot apply for ILR until Sep 2025 (his clock was reset due to change of visa category in 2020). I plan to apply his PBS dependent extension after my ILR application so that I can put in my ILR application reference number on his extension application. Since I have to do all this before 29th Sept 2021 (his BRP expiry date) so that he doesn't become an overstayer, I humbly seek your responses to the following queries - and as to how to apply the 28 day rule.

1. How early can I start my ILR application?
2. How early can/should I submit the ILR application?
3. How early can/should I pay for the ILR application?
4. How early can/should I book the appointment date?
5. How early can/should I take the appointment date FOR (assuming dates are available)?

This post may be unusually a very early one (given my dates) but I hope you agree that its never too early to be self aware of any situation :) Appreciate your response, advice and suggestions!

1- any time as long as you aren't going to submit it.
2- 12th Sep 2017 was your start, so 28days before that in the year 2022
3- when you submit your application you have to pay, that what submit application means
4- once paying application you'll be forwarded to join another website to book an appointment
5- whenever it's available

One question - how long does the draft application stay in the web portal /application system? Does it have to be revisited every now and then to keep it active?

Revisited at no longer than 6 weeks interval thereabouts or the access and application gets cancelled.
