Private life ILR. Under 18. 7 years.

My family is in the UK with me on Tier4 and Tier2 dependent visas since 24 September 2014. We are now in the UK on my Skilled worker visa (and dependents).
Our kid is 7 years old. Born outside the Uk before we entered.
Is she already eligible to apply for ILR on the 7 years private life permanent residency?
If so, do we apply as a family all together, or does she apply as the only one eligible for the ILR?

7 years residence in the UK, even for children under 18, does not lead to ILR.

Children under 18 can apply for an FLR(FP) visa to reside in the UK if they have completed at least 7 years residence in the UK.

They can apply for ILR Long Residence after completing 10 years in the usual way, as can adults.
