Did you have a valid visa when you left in Dec 2018 ??

Then you must have applied for a new visa within 14 days of leaving the UK (or 28 days if you applied for Tier 1 before Nov 2018). If you did not, then your continuous residence is broken and you cannot get ILR via the long residence. The long residence is not about living here for 10 years. It is about 10 years of lawful and continuous residence as defined in the immigration rules.
