PBS Dependent wife ILR date

Hello,

I would like to know when will my wife be eligible to ILR based on 5 year PBS dependent visa. I had tier 1 visa and now I have ILR.

My wife's timeline:

Entered UK: 17.11.2017, BRP 3 years valid until 08.11.2020
Applied for PBS Extension 04.11.2020 and received new BRP 9.1.2021.

Therefore, her 5 years from entrance will be on 17.11.2022. However, she had almost 2 months when she was waiting for new BRP (she waited inside the UK). Does this time count as additional time or she had the same status all that time? Can you please confirm if she can apply on 17.11.2022 minus 28 days or if it is a different date?

Also, is there a financial requirement for her when she applies for ILR based on 5 year PBS dependent route?

The 5 years starts from the first date of visa approval/issue plus 5 years minus 28 days. BRP date is often irrelevant

Her visa in passport (that was valid only for first entry) actually has date after BRP.

Brp date: 08.11.2017.
Visa date (in passport) 12.11.2017.
Date of first entry: 17.11.2017.

Which date should I use as start date?
