Long residence ( 10 years) exceed 540 days

Hi everyone, I am going to apply for ILR base on long residency this month. Can someone help me with the following question?

I entered the UK in Sep 2012 under Tier 4 student, there has been 10 years until Sep 2022, but I exceed my days by 40 days ( total over 580 days out). So I stayed in uk longer until now ( Mar 2023) in order to cover my days out. If I count my days from Mar 2013 until now, my out days will be under 540days. My question is:

1. Am I eligible to apply now?
2. if yes do I need to include a cover letter in the application to explain my situation?

If anyone have advice on this that would great.

1. If you have at least 10 years that is below the limit, then yes
2. No

I have another question:

I was out of UK for Easter holiday in 2013 and came back UK on 14th April 2013(according to the stamp on my passport), do I have to submit my application after 14th April 2023? Or can I submit it 28 days prior to the date which is 17th March 2023?

You can submit it within 28 days of completing your 10 years.
