Where is the best place to purchase study materials for this exam from?
is the £22 option comprising of the 3 books from official website the best format to study?

It's your choice.
The study materials, mock tests, etc are extensively available online for free.
Use the search tool for websites used by other forum members to prepare and pass the test.

The study books are also almost certainly available in your council library. Borrow them or put your name down to borrow them.

The books are extensive and have a lot of irrelevant information - I downloaded an app for free from playstore that had 40 mock tests and it was all I needed

Life in the uk test is the name of the app on Google playstore, it has a union jack icon and the main screen when downloaded is a red phone booth - it really helped me

Out of interest do you know why biometrics and supporting documents can be submitted AFTER BRP expiry date?

I don't think any of us know the reasons for this. Home Office decided that.
But where is it written?
I understand online application needs to be submitted before BRP expiry for ILR.
However application is not sent for processing till after biometrics and supporting documents so if application is not forwaded is that not an issue
