ILR application submission

Hi,
I am on a Global Talent visa and would be completing 3 years on 10th Aug. On official site of gov.uk it says “You can apply after 3 years”. It also mentions “ The earliest you can apply is 28 days before you’ve met the requirements for the time you need to have lived in the UK - check the time in the UK and financial requirements. Your application may be refused if you apply earlier”.
Bit confused, can I submit my application before I complete 3 years (10th Aug) and within that 28 days period OR do I need to complete 3 years and submit the application after 10th Aug?
