ILR based on half life

Hi, my younger brother has been in the UK over half his life and is now 18+, wanted to check if he is eligible to apply for ILR, or he needs to wait till 10 years are complete?

Under Appendix Private Life rules, a young adult born outside the UK must meet the 'half life' test in order to qualify for ILR, assuming they are under the private life route.

Hi, he is currently a dependant on a skilled worker visa, with his 10 years completing this July.

Previously, he has been a dependent on a Tier 2 ICT visa for 9 years.

He settles when both parents settle or settles under long residence after his 10 years of continuous lawful residence. The private life route does not apply here
