Someone Spouse Visa leave upto 14 Feb 2024! Can he or she will applied online ILR on 16 Jan 2024 or 17 Jan 2024?

The date of application does not really matter. The '28 days from the end of your qualifying period' is to find the earliest ILR eligibility date. As long as on or after that date your application is being considered, you will be ok
