Application delayed due to delay in passport renewal

My wife’s BRP expires on 8 April. My wife’s Pakistani passport had expired and we tried to renew but it has been delayed due to current delays in printing passports by the Pakistan government. We were told by the embassy today that the passport still has not arrived yet but may be here by Monday 8 April.
Would it be okay to apply for ILR on the day her BRP expires or should I just apply before 8 April without a passport and explain the circumstances?

Last date to apply is the date of expiration of current leave, however leaving things till the very last minute is not a path to tow.
Apply and state situation about passport, provide evidence of passport renewal, including any correspondence you may have from the embassy regarding this.

Thank you. I have explained the situation on the online application form when they ask for a reason why my wife does not have a passport (all good so far).
But then after they ask if my wife has a previous passport and then also National identity card to which I said yes to both and gave the details. Then they ask if I have a travel document to which I said no.
Then they say ‘explain why you cannot provide a valid form of identification?’ I assumed you could use a National identity card (or even an expired passport) to prove your identity I read this on various forums and websites. Also I have given details for BRP later on the form as well. Surely one of these documents would prove identity so I’m not sure why this question was asked and do I just explain the passport thing again?

Make sure to submit her application BEFORE her visa expiry. This is not a matter of explaining. The rules will render her an overstayer if she applies after her visa expiry. Apply now and explain later.

As known that the forms are generic, by giving room or space to explain HO had given room to applicant to tailor the application to their circumstances.
Provide the response and submit the application
BEFORE her current leave expires
