5 year ILR dependent eligibility check

Dear all,

I am helping my wife to file ILR (Set O) application as a dependent. It't tier 2+ SW 5 year route.
After reviewing previous topics, now we understand the UK entry date is not important and Visa approval date is more important. However, we are confused which date can be considered as a 'Visa approval date' because an email from lawyer 5 years ago was disappeared.

Her details are as follows,

- Date of application: 20 June, 2019
- Date of approval:??
- BRP issue date: 10 July, 2019
- Vinette: 24 July - 23 August, 2019
- UK entry date: 13 August, 2019

In this case, can we apply 28 days before BRP issue date (10 July, 2019) or wait 28 days before vinette start date (24 July, 2019), or she has been already eligible as of today (3 June, 2019) since it's within 28 days windown time based on the 'Date of application (20 June, 2019)'?

Use BRP issue date.

You still can submit the application today and book biometrics by BRP issue date + 5 years - 28 days and she will be eligible when a decision is made.

FYI, application was successful with advised calculation
BRP issue date + 5 years -28 days
