english proficiency-degree taught in english for ILR-spouse root

Hello everyone,
I am applying for ILR next month after being on spouse visa for 5 years. For previous visa, I have provided my degree + certificate from ecctis as degree was taught in English but in another country.
IN ILR application form there is a question that asks : have you provided evidence of your English language ability in a previous application which is a YES.
Then, next question is : have you passed an approved English test which is a NO following by Do you have exceptional circumstances that PREVENT YOU FROM TAKING THE TEST???
IS THAT A YES OR NO? Where in the form I am going to explain I have a degree in English???
Please can someone help me or guide me where on the forum I could find the answer?
