Set M 28days rule clarification

Hello, I'm new to this forum. Could someone help me understand the 28-day rule and the 60-month completion? This is my timeline:

First visa issued: 24/06/2019
Arrived in the country: 15/07/2019
Second visa granted until: 23/10/2024
I have completed 60 months on the 15th of July 2024. I'm planning to apply for ILR on the 5th of August 2024, but the 28-day rule is confusing. Should I only apply within 28 days before 23/10/2024? or can i apply on 5th of august as i planned?

The clarification is repeated severally on the forum that there is no 28days rule rather it is a concession from the Home Office for considering applications.
You have not stated what route you are on; can you provide this detail as date of start is different of different routes.

Im aplying for ILR under Set M as spouce of british citizen under 5year route

28-day concession means you can apply and be granted ILR within 28 days of completing your qualifying period. Under the family route, such a period starts from the first date of entry to the UK

You are eligible to apply since 17/06/2024, so you can do so BTW now and when current leave expires.
