ICT Tier 2 (Long Term Residence ) and ILR or Home fees status for dependent child

My dependent child is in UK from year "September 2014" as child (arrived in UK, aged around 8 years) to till date (now she is 18+) . She has done her primary and secondary schooling till now in UK and have got offer from university this year for "September 2024" intake. There was gap of 1 year 1 month ( year 2017 till year 2018) during above period for her. My question is , can she be granted ILR or leave to remain on the basis of private life as adult (she is now age 18+) , if yes than will this visa (any other "non ILR" visa given to her) allows her to be considered as home fee status in universities in united kingdom. Please inform.

Below is the phases of stay in the UK and visa during the stay

Phase 1 #

From Sept 2014 till June 2017 - Studied in UK in Primary school
Visa : ICT tier 2 dependent

Phase 2 #

From August 2018 till date - Studied till year13 in Secondary school , and have received offer for University for September 2024 intake .

Visa - from August 2018 till - September 2023 - ICT tier 2 dependent
Visa - from Sept 2023 - Till date - Tier 4 dependent

Question 1 # Please suggest what can be best option for her to get the "home fee status" if she get ILR or similar visa types ?Is she eligible for ILR or leave to remain etc .

Question 2 # Also seeing her circumstances and background above , when next we can apply for her ILR ?

In Continuation to above Do Leave to remain (not ILR) entitles for "Home fee status " in UK university ? any information on this will be real helpful.

Unlikely. Unfortunately, her gap (absence from the UK) probably broke her continuous residence.

Preferably, I think, she may continue to apply as your dependant, unless she is leading an independent life, etc., Else, apply for leave to remain as a student.

Perhaps she may apply for ILR under Long residence in 2028.

Sorry to ask follow up question .
Currently she is on dependent visa till January 2025 .
Thing is her university starts from sept 2024 , since currently they are considering her international student which involves huge fees for her for her university of choice .
I was exploring can we be able to apply only for her “leave to remain” as student based on her previous years of background.
Any detailed input on this will be real helpful .

Unfortunately, applying for leave to remain as a student doesn’t help her avoid overseas university fees.
