ILR Questions 5 year Route

What is the earliest date I can apply for ILR using below information. Considering Biometrics appointment date is the real date considered by caseworker for decision making (as that is most beneficial to the applicant based on rules) so I can submit online application and pay even before the start of 28 days window (please correct if I'm wrong):
Date of BRP issuance: 9 Dec 2019
Date of entry clearance vignette valid from: 23 Dec 2019
Landed UK: 7 Jan 2020
If 9 Dec 2019 is the earliest date to start counting 5 year period, then the period from 9 Dec 2019 to 7 Jan 2020 will be considered lawful absence and would count towards 180 days limit in the next 12 months period? Please confirm.

Useful to state your visa route!
There are many '5 year routes' and they have different rules.

Arrived on Tier 2 General visa then converted to Skilled Worker Visa upon renewal

Thanks for your response. I get it about decision date and counting backwards but unsure about the starting point, which of the 3 dates I should be picking as mentioned above i.e. BRP, Vignette or Landing and what is the basis for that selection (counted towards 180 days limit until landed in the UK?). Appreciate if you can please confirm in my case. Thanks in advance!!

Thank you very much. I'll take that first BRP date above having the earliest date of the 3 documents. Does it mean I can submit online application even before (9 Dec 2019 + 5 years - 28 days) but biometric appointment should be in that (9 Dec 2019 + 5 years - 28 days) window?
Secondly, is there any preference or suggestion that I should apply and get ILR first for myself being the main applicant and then apply for dependents (wife and kids) together or the whole family can apply together at the same time?
Lastly, should I use following link to form SET(O) to apply for myself and dependents even if applying for them separately later on. There are many links and some are little confusing such as below:

Please go back again and read what I explained under the link above, it tells you about the importance of the date of the decision. The date of biometrics is also not that relevant. You can all apply together using form SET(O)
