ILR + Global talent visa

Hi all, hoping to get some advise :
1. While I am eligible for ILR, my wife’s dependent on my Global Talent Visa and has 2 more years to complete before she is eligible for ILR. So I wanted to understand what category will she have to apply now? Currently her visa expires with mine on same date. So for next two years how do I apply for the Dependent visa so that her clock doesn’t get reset?
2. I also have 3 penalty points on my license for over speeding. So which section do I declare it? Is it under driving offence where they ask this separately?
