ILR Application with first entry delayed due to Covid19

I was issued a General Tier 2 (Skilled Worker) visa on April 2020. Due to COVID-19 travel restrictions, I was unable to travel to the UK on time, and my visa vignette expired. After continued communication with the relevant authorities, a new vignette was re-issued in September 2020, and I traveled to the UK in November 2020.

Given the exceptional circumstances of the COVID-19 pandemic .
1. Am I eligible to apply for ILR this April?
2. Will I get exemption from April to November (8 months)?
3. Does the exemption date count towards the 180 day rule ?
BRP issue date is March 2020

All absences count towards the 180 days. Any discretion is up to the UKVI
