ILR for Wife issued with 27 month Visa

Hi, my wife was issued with a 27 month settlement visa.
Visa issue date: 15th January 2009
Date of Entry UK: 30th January 2009
Visa valid until: 16th April 2011
When applying for ILR from which of the above dates does she go by for the 28 day rule to apply for indefinate leave. We need to clear this confusion as its not clear.
