How to count 14 weeks on ILR application?

Hi, I sent my ILR set(o) form on 05/11/2009 by special delivery, payment taken from bank on 17/11/2009, ACK letter states on 16/11/2009.
Where should I start to count my 14 weeks waiting time?
16/11 or 05/11 ??

05/11.
Date of application is the date of postage which is the postmark on the envelope.
