10 year based ILR - Previous CCJ's

Hi,
I'm planning to apply for ILR based on 10 year continues stay next month. I have a CCJ (credit card debt) which I got in 2005 which stays as unsettled still. I haven't declared this under the criminal/Civil judgements section in my previous student extensions and my last PSW visa application because at that time I didn't know CCJ's come under the civil judgements section.
I consulted 2 lawyers, one of them says don't declare it now because if I declare it now he says UKBA might say I have used deception in my previous applications and refuse my ILR. He says they might not check my previous CCJ records so he ask me to take a risk. And the other lawyer advises me to declare the CCJ in my ILR application, and he says I may not face a big problem from UKBA for not declaring it to them before.
So I'm confused what to do now.
Can anyone advise me what's the best thing to do in my situation please.
