ILR Booking PEO Appointment

Hi All,
I am completing 5 years stay in UK on 29-Nov-2010.What is the earliest date I can book an in person appointment for ILR. Also should I have taken the Life In UK test before booking appointment or can I take the test after booking appointment.

Can I book PEO appointment before I take the Life In UK test. I am planning to take the Life in UK test by Mid October.
