ILR - TIER 1

HI
Can anyone help please. I first arrived inn uk in sep 2001. first 7 years i was student while in sep 2007 I got Tier 1 visa. The Visa expiring in sep 2010 , just after my 10 years period.
Can anyone guide me in this situation what preparation should I start for ILR in sep 2010. as my current status is hsmp or tier 3 . Will H.O will require high earning proof in my case for last 3 years. My earning is around 20k a year. will it be ok?
couple of more complication
Firstly , a council tax liabilty matter went till court in 2008 , which I paid in the same year.
Secondly , I am paying reduce amount for my debts.
