Can the new changes to ILR be retrosepctively applied ? I will be eligible for ILR in Sep 2011 under 3 year Work Permit + 2 Year T2 ICT extension given in 2009.

Incase it is isn't it better to convert to Tier 1 now so that ILR can be achieved .
