whne to apply ILR

I got HSMP pre nov 2006 visa Judcial review case
Date of visa issued Nov3, 2006
Date of entry Dec 26, 2006
i entered UK within 3 months
My visa is valid till NOV3, 2011
Is there any need to correct visa for qualifying period.?
If not when to apply for ILR at public enquiry office for same day processing. whether can i apply 28 days before NOV3, 2011. whether 28 days include weekends
