Indefinite Leave to Remain

Hi
I am new to this forum. My case is
HSMP bn 05/Oct/2006 - 05/Oct/2008
Entered UK on 01/Nov/2006
Extended as Tier 1(Gen) bn 05/Oct/2008 - 05/Oct/2011
Can any one please help me
(1). When I should apply for my ILR, like, 28days before 01/Nov/2011 i.e on 04/Oct/2011 (or) 28 days before 05/Oct/2011 i.e. on or after 07/Sept/2011
(2). Is it a better option to go through PEO or apply by post.
(3). Moreover, what will be the necessary cohabitation docs other than utility bills bcoz we dont have pay utility bills, all done by LL.
Expecting your suggestions on my case, please.

-28 days before the expiry of your actual visa, and if you can afford going for same day (PEO), its better than that way you are not waiting few weeks, its best to book morning appointments as I have read on the forum someone who had their appt in the afternoon by the time he got to see a case worker, it was the end of the day and he paid the premium fee and his application was dealt with like a postal application.
as for the papers take as much as you can on your name and get a letter/contract from landlord expalining that you pay you rent all inclusive

Where did u get that from? It is 28 days before completing 5 years stay and not 28 days before expiry of visa.

Page 43 and 44 doesnt say anything about being able to apply 28 days before visa expiry. It says case workers may apply discretion if applicants fall short by upto 3 months,.

If you are in the UK under HSMP which was approved after 3 April 2006 and have completed 5 years continuous stay already or would be completing 5 years continuous stay in the UK, you may be eligible to apply for Indefinite Leave To Remain in the UK. Your application can be made after you complete 4 years and 11 months if you fulfil the ILR conditions
