Applying for ILR - based on old work permit

Hi Guys,
This forum is so useful. I have found so many good answers on here. I was hoping you can help me out here.
I came to the UK in Sept. 2001. Student visa for 4 years. Then 1 year on SEGS (Science & Engineering Graduate Scheme). Then on work permit since Oct' 2006.
I have decided to apply for ILR (eligible from tomorrow) based on 5 years on the old work permit which I obtained on the 23rd of October, 2006. My wife joined me last year in November as work permit dependant visa. She is expecting a baby on November 20th this year.
Now a couple of questions:-
1). Can she apply with me as dependant on the SET(O) form even though she has not spent 2 years in the country?
2). If the baby is born before I get my ILR will be the baby be considered as 'British' even though potentially I might not have the ILR status till then? Can I wait till I register the baby's birth for a period of 6 weeks, hoping that I obtain my ILR till then so the baby qualifies as British citizen? Or will the baby be 'Pakistani' if at the time of birth I do not have my ILR? Is there flexibility that they consider the baby British on the basis that ILR Application is pending? If not then I can consider making my application as premium rather than postal.
Please advice.
