New law being proposed for ILR?

Hi

Does someone know if a new law is being proposed to bar existing tier - 1 migrants from applying for permanent residence in the UK?

It has been included in the government Consultation on proposed new Immigration regulations. The response to this is due to be released shortly. If it passes through the legal system the Government have expressed the intention to introduce it next year...possibly in April 2012.

Supposing if the law passes, would it apply retrospectively? I mean will it affect those who have arrived in the UK before 2011, for example. I arrived here in AUG 2008 and would qualify for ILR in AUG 2013. Will it affect my chances of
1. Getting an ILR in AUG2013 and
2. Will it also subsequently affect getting UK passport two years later?

I would appreciate if somebody could clarify.

Does it have the potential to affect people currently working on tier - 1 visa with an intention to apply for ILR in April 2013?

Thanks casa,
i checked both the links and
1. first link is about family immigartion, potentially affecting dependents, but doesn't mention main applicant
2. second link, talks about the non-EU migration cap which was put in place this April, affecting Tier-2 applicants.

I am still not clear about the potential effect on existing HSMP/Tier-1 holders wishing to apply before the law comes into practice. Or am I missing something?
