Hello,
My friend is Applying for his 10 years Long Residency ILR in Feb 2012, he wanted to know that he had CCJ 5 years ago for non payment of Mobile Bill and that CCJ was paid in full last year. Do he need to mention this in ILR FORM.

SET(M) SECTION 7:
Do you or any dependants who are applying with you have any criminal convictions in the UK or any other country (including traffic offences) or any civil judgments made against you?
****************
As it was 5 years ago and it was paid in full, do he need to mention it in the form.

FYI - SET(M) is not the form to be used when applying for settlement under long residence. Use SET(O).

As it was 5 years ago and it was paid in full, do he need to mention it in the form and if he will mention it will there be any problem for his application?

Yes, you do need to declare it.
CCJ will stay on the registry record for 6 years.
Whoever does a credit check will find out about it?
Good thing is that he has paid the whole amount.
There is nothing to be afraid of declaring that you had a debt that led to a CCJ. The stupid thing would be not to declare it and be caught with it.
So yes you have to declare it. It’s not a big deal.
I would also recommend that he should get a "Certificate of Satisfaction/Cancellation of Judgment Debt" from the county court where his case was held and attach it with the SET(O) form.
