Summary Warrant - Council Tax

Hi (I'm the spouse of an ILR applicant)
I had forgotten to pay council tax and a summary warrant was issued against my partner (as I had put the council tax in her name, and I'd stupidly forgotten to pay). I immediately paid the outstanding bill and the surcharge.
Does the summary warrant consitute a civil judgement? Would this civil judgement (Sectrion 8 - Personal History in SET(M)) affect her application for ILR?
