When does 28days rule apply?

Hello,

I'm due for my ILR and wanted to check when the 28 days rule apply?

HSMP Stamped on Passport - 21st March 2007
Entered UK - 31st March 2007 (10days after HSMP granted/stamped)
Tier 1 Extended - March 2009
Leave to Remain Expires - 21st March 2012.

So counting the 28 days before, do I count the date 21st March inclusive or start from 20th March till what exact date Feb?

Do note that I came into UK less than 3months after HSMP was stamped on Passport.

You can even apply 28 days before your visa stamp date which would be Wednesday, 22 February 2012.

As per the modernized guidance, one can now apply for ILR 28 days before the 5th anniversary of visa stamp date as long as one enters UK within 90 days of getting visa.
