You do not need to apply for a biometric residence permit if you are:

applying to extend your stay in an immigration category not listed above -
instead you will receive a new vignette (sticker) in your passport; or
applying for permission to settle in the UK; or
a national of a country in the European Economic Area (including the UK) or Switzerland.

Look at the More information
Who needs to apply for a biometric residence permit?

Find those details at the bottom of the page

it says the exact opposite to what you have said, anyone applying for leave to remain for more than 6 months, or who apply for settlement, must apply for a BRP.

what is confusing - it says in both links that if you are applying for leave to remain for more than 6 months or for settlement, you need to apply for a BRP?
