1. For someone who would be 10 years lawful resident in the UK on September 15th, when is the earliest time to send the application form?


2. Do the person needs to send documents such as bank statement, letter of employment, GP letter, council tax etc with the application form?

Not necessary. The identified documents are optional.

So, all that need to be sent are Application form, 2 passport photos, Passport, KOL, is that correct?
