EEA Family Permit Financial Evidence

Hello, I wish someone can help me with the following 2 questions:

(1) Is there a minimum salary that my civil partner (EEA national) needs to earn and demonstrate to the UKBA for me (non-EEA national) to apply for an EEA family permit? On the UKBA site it only says:

"If the EEA national has lived in the UK for more than 3 months, you must provide evidence that they are a 'qualified person'. This evidence could include: their contract of employment, wage slips and/or a letter from their employer, if they are a worker;"

(2) IF we leave the UK (and EU) for a period of about 6 months or more and then decide to return to the UK do we need to submit any financial requirements for the EEA Family permit?

In question 1 there is no such a requirement to provide any particular amount, in question 2 if your husband is a resident in UK and leaves the country for longer than six months he will lose his residence and in my personal opinion he's got the right to reside for 3 months without need to demonstrate treaty rights. I am in similar situation follow my thread and you may actually find out what will happen in my case since I have been outside UK for more than 6 months.
