eea4 appliying for permanent residence

I have got two questions,

1 A friend of mine told me I could applied for permanent residence a year before my visa runs out, is that true that.

2 |Another friend told me I can applied for the permanent residence without sending my passport to the home office, that there are places that check all your documentation.

Can you answer those questions?

1. You can apply for PR Confirmation using EEA4 once you complete 5 years of residence. The expiry date on your current RC is irrelevant.

2. This service exists for partners of British citizens on spouse visa (SET(M)) applications). Applications under the EEA route can only be submitted by post.
