Extendend Family member of EEA Spouse

Can any body please advice on the following

my friend is married to French girl.He has recently got EEA family permit.
He is willing to apply for his parents visa under "Extended Family member of EEA"
he is confused as the guideline only say the extended family member of EEA but there is no guideline for Non EEA Spouse applying for Extended family members

Can he apply for parents under this category?

-one of my friend was detained by UKBA and his case is still in Judicial Review proceedings

- Hi All two of my friends are Tier 4 Student in the UK.they are looking to switch to Tier 1 Entrepreneur

Hi Dear

I think this forum is open for any body who is looking for help .If i am helping someone you should not have an issue .It was more better if you could give me some guideline for the actual query instead of wasting your time to get my posts.
As for as the registration of friends ...it is entirely up to them i cant force anybody to join.
