Residence card parents

I am eea national. My parents are non eea and have a residence card that is gonna expire in six months.
We are planning to reapply for another residence card as my parents did not live the whole five years in the uk and therefore do not qualify for a permanent residence.

They lived during the last year with me at the same address in the uk, however are not financially dependent on me. Is residing in the same address enough evidence of dependency or do we need to submit further evidence?
