Bring 2 kids from outside EEA

Hi All
Im from outside EEA country and married to EEA national. We have been living in the UK for 7 years. Im a resident card holder ( not yet permanent one). I have 2 children ( aged 11 and 17) from my previous marriage and they are still in my country. I would like to bring them in the UK to live with us. They are still dependend on me.
Questions are:
1. They need to apply for a EEA family permit on form VAF5 ( online). Is it correct?
2. Are they subject to adequate maintenance and accomodation?
3. This permit lasts only 6 months so can they apply resident permit after arriving in the UK?

The answer to question 1 is in the yes, 2 is no and 3 is yes.

They will not issue an EEA family permit to them without the mother's expressed consent, as she seem to attain the role of their primary carer
