EEA dependent application extended family help needed.....

hi there
i got 5 yrs residency permit as my wife is german citizen.we been married from last 10 yrs bt we move down to UK in 2010.i am just wondering as my parents are in UK on visitor visa can they apply for extended family member of EU citizen while in UK or they need to go back to india.
Any help will be appreciated.
