EEA Family Permit for Egypt citizen (Irish Spouse in UK)

Hi There
I am an Irish citizen and have been in the UK for 2 years working as an engineer!
I am getting married in January 2015 and my fiancé is Egyptian living in Egypt!

I have 2 questions
1- Can we submit an EEA permit before we are married i.e. fiancé?
2- Can she apply for the EEA Family permit from Ireland?

I am asking these questions in an effort to try and eliminate/minimise the distance between us while the paperwork goes through.

Any other information is greatly appreciated!

Can she then apply as a tourist to Ireland and from there get her EEA family Permit to the UK?
I heard that she can apply as a fiance but the "Usual Fees" should be paid.
What are these fees?
