EEA residence card - questions.

Hello Moderator,
My question is in regards to my children. I'm a non-EEA national family member with a residence card. My card is expiring on the 4th of November 2015. My children 17 and 14 (in 3 weeks) came on 1st of may 2013. They also got 5 years residence card in sept 2013.
Can I apply for them the permanent residency when am applying for myself in November since they are still minors and in school?.
The eldest who is 17 is autistic, he also suffers from Psychosis and another long term illness and is in a special school. I had to resign from work because of his illness. I'm still living with my husband.
After attaining the Permanent residency , can we also naturalise?

They will not qualify to apply until the May 2018
